For almost 75 years the leaders of the Soviet Union told the world that their Communist system of government was superior to all others. In December 1991, the people of the Soviet Union voted their country out of existence and replaced it with 15 independent, sovereign countries. These states were now faced with decisions that the United States faced over 200 years ago—determining which political system would best serve the needs of the citizens.
